Youth Bats- NON BBCOR
 
Bats:
Bats must have the 1.15 Stamp on it. any player using a bat without a stamp will cost his manager of record a first time warning, and a second time the manager will be ejected, and bat confiscated until end of the event or teams exit from event.
Know what your kids are swinging

Any Bat that the end Cap comes off of will be confiscated until the end of the tournament for inspection, at which time it will be returned to the team upon its exit.

If you think your bat is in question, leave it in your bag! Any team that refuses to allow inspection of its bats will be ejected from the event (if you have nothing to hide it shouldn't be an issue). We take player safety very seriously at PSDS and we have no room for cheaters who endanger our players. These events are all about kids & fun

Unless noted prior to the event, National Federation
High School Rules
 will be used with the following
notations. 
1.) Age Requirement: May 1, 2017 will be the designated date to determine ages. Photocopies of birth certificates will be required. 
2.) Roster rules are as follows:
7u to 14u –D2 TEAMS MUST BE REGISTERED
WITH PSDS STATE OFFICE NO LATER THAN THE
TUESDAY BEFORE AN EVENT IN ORDER TO BE
ON A “D2 ONLY” SCHEDULE. 
3.) Protest Fee: $300 cash On rules interpretation
ONLY
4.) Game time starts at completion of coin toss,
umpire will announce time on his watch and it will be
recorded on Game card. Any violation of this policy
should be immediately reported to the onsite director
and or UIC. Neither team book will be used for
keeping time
.
5.) Home Team: Determined by coin flip in pool play,
Elimination play home team is the higher seed
UNLESS they choose to be visitor. Home team is
required to keep the official book.
6.) Player Minimum: A team can start with and finish
with 8 players but must take an “Out” in vacated batting
position until 9th player arrives at the field and can be
written in to 9
th position in the line-up.
THIS PLAYER MUST BE ON THAT TEAMS
WEEKEND ROSTER. 
7.) Time Limits: 1:30 for pool games and 1:45 for ALL
 elimination games (including championship games).
Pool games can end in a tie.
Elimination games can only end in a tie due to weather
or Park participation restrictions only.

ALL TIED ELIMINATION GAMES AFTER
REGULATION WILL AUTOMATICALLY GO TO LAST
BATTED OUT ON 2ND BASE AND NO OUTS TO
BEGIN EXTRA FRAMES. Any tournament that is
called off due to weather will be considered frozen
from the last completed games and the way the teams
are in the brackets will determine the placements
(higher seeds over lower seeds).
PSDS Reserves the right to change Game times
(Pool & Elimination) based on playing & weather
conditions 
8.) Pitching Rules (Innings per Tournament): 
9U THRU 12U (10 innings per weekend)
13u THRU 18u (None)
Re-Enter Rule: Starting 8/27/16
Once a Pitcher has been removed from the mound
and the next pitcher takes his first warm up toss from
the mound, that pitcher MAY NOT re-enter the
game as pitcher

TO POLICE YOUR ARMS, IF YOU’RE COACHING
TRAVEL BASEBALL IT IS YOUR RESPONSIBILITY TO YOUR PARENTS TO KNOW WHAT YOU ARE DOING AND HANDLE YOUR ARMS AS YOU SEE FIT. 
No game is worth hurting a young arm and THERE
ARE NO FROZEN ROSTERS.
If pitching rules are violated and the infraction is
detected, the situation will be reviewed and
consequences will be determined by the Onsite
tournament director
. Consequences may include, but
are not limited to, the following: coach and/or player
ejections, game forfeiture, removal of team from the tournament.
9.) Infield Warm-Ups: All teams are encouraged to
warm-up as much as possible before game time.
No pre-game infield.
10.) Baseballs: Teams must provide all game balls
unless otherwise stated (1 New/1 Good used per
game). Some events we will provide baseballs but that
will be stated ahead of time.
11.) No metal cleats in the following age groups: 12u
and younger. Pitchers may not wear Metal cleats on
any of the portable mounds
12.) 12u and Younger: All Bats must be stamped BPF
1.15 and all bat sizes are acceptable except the
2 1/4 Barrel Easton Red Stealth
13u (-3 bbcor, -5 & -8 Only) Bats must be stamped
BPF 1.15 if not bbcor...... 
14U and older = -3 or -5 restriction in effect. Any player
(no matter the age) playing in a bracket labeled 14u
must swing a -3 or -5 
15u & 16u must use a -3 BBCOR or Wood

Illegal Bat Ruling:

If a batter steps in the box with an illegal bat and the umpire sees the illegal equipment, the batter will be called out.

If the player uses an illegal bat, was not seen by the umpire and the opposing team protests the bat; the result of the play will result in an out and the manager will be issued a warning. If it happens a second time the manager will be ejected.

If the opposing manager protests a bat that is not deemed illegal that manager will be issued a warning, opposing managers are allowed however to request an umpire check any bat within reason.

13.) Uniforms: Numbers mandatory, matching
uniforms not .
14.) Adverse Weather: Peach State Diamond Sports
events are sometimes played in adverse weather
conditions. The format may be changed to lesser time
limits or fewer innings to complete the tournament.
Coaches and players accept these conditions when
entering the tournament.
15.) All age groups can have an EH (Extra Hitter) if
they choose to bat 10. Both a DH and EH may be
used at the same time. Teams in the 7u through 14u
age brackets may choose to bat their entire roster and
have free defensive substitution. If this option is
chosen, then you can used the last batted out for your
courtesy runner for pitcher and catcher.
16.) FREE DEFENSIVE SUBSTITUTIONS
THROUGHOUT THE GAME EXCEPT FOR PITCHER.
PLAYERS DO NOT HAVE TO BAT. ALL PITCHING
AND LINE-UP CHANGES WILL BE RECORDED and
follow PSDS rules
17.) Visits to the mound: As per NFHS rules, each
team are allowed three charged visits to the mound
within a game. A charged visit is a trip in which the
manager or coach does not remove the pitcher. After
the three charged visits are used, every trip to the
mound will result in the pitcher being removed.
18.) Run Rules: 20 after 2, 15 after 3, 10 after 4,
8 after 5
19.) Rosters: Teams may carry up to 25 players on
their registered roster. A Player may not play on two
teams on the same weekend.
20.) A forfeit is scored 1 run per inning played
(Ex... 6-0 or 7-0). Any team that can not produce a
birth certificate upon request will be forced to forfeit
the game.
21.) Birth Certificates: Will be required from each
participant. Each team is responsible for showing their
packet of BCs upon check-in. Each team must then
keep the packet of BCs available throughout the
tournament. An age protest, like any other protest,
requires a $100 cash protest fee. If a protest is
lodged against your team, you MUST provide proof
of age. If you can not do so, you lose the protest and
the protesting team gets their $100 back. If you are
able to prove proper age for your player, the protesting
team loses the protest and the protest fee.

 
 
 

8u Wheel Pitch Rules

NO Bunting and stealing

All 2¼ bats are allowed (except Easton Red Stealth and NO Big Barrels)

No pearl baseballs (team provides their own ball)

NO infield fly rule

Run rule: 12 after 3, 10 after 4, 8 after 5

60 minute time limit finish the inning

Curtsey runner for catcher only (sub if available or last batted out)

Machine digital setting at 40mph

Time is only called once the umpire deem all base runners have stopped

10u Wheel Pitch Rules

Bunting and stealing is allowed

All 2¼ bats are allowed (except Easton Red Stealth and NO BIG BARRELS)

No pearl baseballs (team provides their own ball)

Infield fly rule is in effect

Run rule: 12 after 3, 10 after 4, 8 after 5

60 minute time limit finish the inning  

Curtsey runner for catcher only (sub if available or last batted out)

Machine digital setting at 46mph

Runners can run without stopping on a batted ball (errors)

Time is only called once the umpire deem all base runners have stopped

Runners must stop at 3rd if it’s an overthrow from a catcher’s attempt at throwing out a runner

Runner can go from 1st-3rd on a steal (they don’t have to stop at 2nd)

If the ball hits the machine it’s a dead ball and the base runner’s only advance when forced. 


 
7u and 8u Coaches Pitch Rules

1. A Ball must go 20-feet in front of home plate to be fair. A FAIR BALL Arc will be drawn on the field!

2. BIG BARREL BATS ALLOWED & Infielders must stay behind the SAFETY ARC until the ball is hit. This line is 30-feet from the 1st base to the 3rd base line in front of home plate.

3. A base runner is out for leaving the base before the ball is hit or reaches home plate.
Stealing is NOT allowed.


4.
10-Players will play in the field with 4-outfielders. The 4th outfielder may NOT assume an infield position. All outfielders must stay BEHIND the base line.

7. FREE substitution on defense. Batting order must remain the same.

8. NO bunting!

9. Defensive coaches are NOT allowed on the field of play and must coach from the dugout or on fence adjacent to dugout (not on outfield fence)

10. Umpires will call time after EVERY PLAY and declare the ball dead. Time should be called as soon as the lead runner is not attempting to advance. Time does NOT have to be called by the participants.

11.
A player can only be intentionally walked one time per game
.

12. Infield fly rules do NOT apply.

13. A batter shall receive a
MAXIMUM of 6-pitches or three swinging strikes.  A player fouling the ball off on the 6th or subsequent pitches can continue their at-bat until they take a pitch, swing and miss or hit the ball.



15.
Courtesy runner for the catcher ONLY! Must be the player that made the last batted out. IF no outs have been recorded the courtesy will be the previous batter NOT on base.

 

16. When a batted ball hits the Pitching Coach, the following rules shall apply:  A) If in the umpire?s judgment, the coach did not make a legitimate attempt to avoid contact, the batter is declared out and no runners shall advance.   The ball becomes dead and no pitch is declared.

 

17. The defensive player listed as pitcher cannot leave the pitching circle until the ball is hit.  If this happens, the play continues.  After the play has ended, the offensive team has the option of taking the result of the play or no pitch and play over.  1st offense is a warning and 2nd offense is removal from the pitching position.

18. 7 Runs max per inning, unlimted in the 6th inning
